About Us
Latinos Organizing for Understanding and Development (LOUD) is a statewide initiative focused on promoting collaboration between Latino arts and service organizations, artists, and the communities in which they operate.
At LOUD, we are driven by a shared vision of a more vibrant, inclusive, and culturally rich Wisconsin as we continue to celebrate Latino arts, support our talented artists, and foster meaningful connections within our diverse community.
Besides organizing conversations and outreach, LOUD has been devoted to memorializing the moment and the movement captured by the murals installed in downtown Madison during the summer of 2020.

Our Mission
Latinos Organizing for Understanding and Development (LOUD) is a 501(c)(3) nonprofit organization dedicated to supporting Latino arts in Wisconsin. Since our founding in 2016, LOUD has been committed to promoting cultural diversity, artistic expression, and community engagement through three primary focus areas:

Celebrating Latino Arts: LOUD was created to showcase the rich diversity of Latino art, music, and visual expression, and to bring these vibrant cultural traditions to audiences across Wisconsin. Through art exhibitions, concerts, poetry readings, and film screenings, we strive to celebrate the beauty and complexity of Latino culture.

Supporting Latino Artists: We are passionate about providing opportunities for Latino artists to showcase their talents, display their artwork, and build their artistic careers. From emerging talents to established artists, LOUD is dedicated to nurturing and empowering Latino creatives at every stage of their journey.

We partner with established arts organizations to diversify their artist rosters and cultivate a more inclusive and representative cultural landscape. Leadership
Oscar Mireles Founder
Oscar Mireles is the visionary founder of Latinos Organizing for Understanding and Development (LOUD). With a deep commitment to the arts and community engagement, he established LOUD in 2016 to support his endeavors as the Poet Laureate of Madison.
Oscar brings a wealth of experience and leadership to LOUD. In addition to his role as Founder, he serves as the Executive Director of Omega School, a vital institution providing GED preparation and adult basic education services in Dane County. Throughout his career, Oscar has been actively involved in the cultural and arts scene of Madison, contributing his talents and insights to various organizations and initiatives.
Oscar's dedication to the arts is evident in his extensive involvement in the Madison community. He served as the Vice President of the Board of Directors of the Madison Museum of Contemporary Arts (MMOCA) from 2016 to 2021, bringing his passion for contemporary art and cultural advocacy to the forefront. Additionally, he was appointed by the Mayor to the Overture Center for the Arts from 2019 to 2022, where he played a key role in advancing arts accessibility and programming in the city. Currently, Oscar serves as a Board Member of the Madison Symphony Orchestra.
Oscar's contributions to the arts and community have been widely recognized and celebrated. He has received numerous accolades, including being named one of Madison's "5 over 65" by the Wisconsin State Journal and Rotary Club'. His impact on the arts community extends beyond Madison, as evidenced by his recognition with the Silver Lining Award for his contributions to the arts, community, and hospitality.
